Areas: Jensen Beach

CAM for an oceanfront high rise condominium in Jensen Beach. Will serve as the chief administrative and operational agent of the association, acting at the direction of the board and in accordance with Florida statutes, association governing documents and DBPR regulations. Will be responsible for the day to day administration, regulatory compliance, financial oversight and physical management of the condominium while ensuring the board can fulfill its fiduciary duties under Florida law.

Statutory Authority and Compliance:

This role operates pursuant to:

* Florida Statute 468, Part VIII (Community Association Management).

* Florida Statute 718 (Florida Condominium Act).

* Applicable provisions of Florida Building Code, Fire Safety Code and DBPR rules.

* The association’s declaration of condominium, bylaws, articles of Incorporation, and board adopted policies.

The manager does not exercise independent authority beyond powers specifically delegated by the board and management agreement.

Scope of Authority:

The manager is authorized to:

* Implement board approved policies, procedures and contracts.

* Execute routine operational decisions within board approved budgets.

* Act as the association’s agent for vendor coordination and oversight, emergency response and statutory compliance.

* Provide professional recommendations to the board without exercising voting authority.

* All actions taken by the manager must remain within statutory authority and documented board directives.

Core Responsibilities:

1. Condominium Governance and DBPR Compliance

* Ensure compliance with Florida Statutes 718, DBPR regulations and applicable administrative codes.

* Maintain official association records as required by statute, including notices, contracts, financials and compliance documentation.

* Support board compliance with statutory meeting notices, agendas, elections and record keeping requirements.

* Coordinate statutory reporting, disclosures and filings with regulatory agencies.

2. High Rise Safety and Structural Compliance

* Coordinate compliance with Florida high rise life safety requirements, including fire alarm and fire sprinkler inspections, elevator inspections and certifications, emergency generator and life safety system testing, manage compliance with Milestone Inspections, Structural Integrity Reserve Studies (SIRS) and post inspection remediation coordination.

* Serve as liaison with engineers, inspectors, contractors and local authorities.

3. Financial Stewardship and Reserve Oversight

* Prepare and manage board approved annual operating budgets and reserve funding plans.

* Monitor financial performance, provide variance explanations and recommendations.

* Oversee accounts payable, assessments, collections coordination and vendor invoicing.

* Support audits, reserve studies, insurance renewals and long term capital planning.

* Ensure expenditures align with board approvals and statutory limitations.

* Process payroll for association employees under the manager’s supervision.

4. Capital Projects and Physical Asset Management

* Oversee major capital projects including structural repairs, concrete restoration, roofing, elevators and mechanical systems.

* Coordinate bidding, contract execution, project scheduling and progress oversight.

* Monitor contractor compliance with insurance, licensing and safety requirements.

* Provide regular written progress reports to the board.

5. Board Relations and Fiduciary Support

* Serve as the board’s primary professional advisor, providing operational, regulatory and risk management guidance.

* Attend and support board meetings, annual member meetings and committee meetings.

* Prepare management reports, agendas and professional recommendations for board consideration.

* Assist the board in fulfilling its fiduciary obligations to the association.

6. Resident and Unit Owner Relations

* Act as the primary point of contact for unit owners regarding association operations.

* Enforce governing documents and board adopted rules uniformly and without discrimination.

* Manage owner concerns, violations and disputes in a professional, non adversarial manner.

* Coordinate communications related to operations, safety notices and project impacts.

7. Staff and Vendor Management

* Supervise onsite staff including maintenance, engineering and security personnel.

* Ensure staff compliance with association policies and safety procedures.

* Negotiate and manage vendor contracts.

* Monitor vendor performance and contract compliance.

Required Qualifications:

* Minimum 5 years of condominium management experience, with high rise operational expertise.

* Demonstrated knowledge of Florida condominium law, DBPR regulations and high rise building systems.

* Proven experience working directly with condominium boards.

Professional Standards and Ethics:

The Manager shall:

* Act in good faith and in the best interests of the association.

* Maintain confidentiality of association matters.

* Avoid conflicts of interest.

* Comply with DBPR ethical standards and continuing education requirements.

Emergency Authority:

In emergency situations that threaten life, safety or the community, the manager is authorized to take reasonable and necessary action to mitigate damage, with prompt notification to the board as soon as practicable.
